The Client
This municipal government agency is responsible for the maintenance of all state public legal records, which includes providing selected access to those records based upon defined legal requirements and standards. The system requires selective access, document retention, and collection of fees when applicable.
The Engagement
The client's existing system facilitated public access to selected documents via the web. Having more than 50 distributed Oracle databases it suffered from performance and capacity problems. Encode was engaged to replace the existing Microsoft ASP based system with a robust, scalable J2EE compliant solution utilizing WebSphere Application Server (WAS).
Critical Services Delivered
Encode completed a comprehensive business needs analysis and an application architectural design.
Working with the client's existing staff, Encode led an effort to rewrite the application utilizing IBM's WebSphere Application Server, EJB and Struts.
The results were impressive. The new system, utilizing the same hardware as the previous one, now easily handles over twenty thousand inquires per day, as opposed to the previous daily maximum access of between two and five thousand inquiries per day.
Encode's efforts saved the client considerable expense by utilizing the client's existing staff to develop the new code. As a result of Encode's "mentoring" approach, the client team is now able to maintain the new system. During this effort no additional hardware expenses were incurred.

Technology Used
The client chose to migrate to WebSphere Application Server due to its ability to use existing hardware platforms (Intel/Windows 2000), the relative ease with which their staff could learn the new system, WebSphere's performance, and the features/functionality of the product.
